Mr. Parker, a San Diego native, was a professional athlete for 7 years, drafted by the Raider and played a while for the San Diego Chargers. He graduated from the University of Utah and has been married for 30 years with three grown kids. Andy has been in real estate since the mid 80’s and has owned and operated many businesses. He enjoys being a real estate broker, a health enthusiast and an entrepreneur.
Andy joined the CARE staff back in the mid 90’s after he retired from professional sports, where he helped CARE with obtaining new clients, creating new programming such as the Resident Education Program and the Affordable Homeownership Program. In addition, Andy founded CARE Realty Group, which is designed to be a development company, a support to CARE Housing Services and a state-of-the-art real estate brokerage firm. Eric S. Miller has been with CARE Housing Services Corporation since August of 2002. He represents CARE Housing at various conferences and meetings, directing its relations with its partners, lenders, and property management companies along with its relations with Federal, State and local officials.
Prior to joining CARE Housing Eric was a registered lobbyist in Washington D.C. representing various interests including the National Federation of Independent Businesses, The Biotechnology Industry Organization, The Pharmaceutical Manufacturer’s Association, The National Institutes of Health, and Hadassah’s Washington Action Office. He also has worked on a variety of campaigns both partisan and non-partisan at every different level along with several statewide public awareness campaigns.
Eric is a member of Delta Sigma Phi National Fraternity Alumni Association, American League of Lobbyist, American Association of Political Consultants, and The Federalist Society. He presently he serves on the Board of Directors for Camp Haverim, a summer camp in Santa Barbara, CA.
Eric Miller is a graduate of Chapman University in Orange, CA degreed in European History, with a minor in Political Science and Mass Media Communications in addition he has completed coursework at the Graduate School of Political Management at George Washington University in Washington, D.C.

Jennifer Lowell graduated with a B.S. in Education from Northern Arizona University in Flagstaff Arizona. After living in Montana for over 30 years, she has returned back to her native California. In that time she was an elementary education and special education teacher. She has a heart and a vision to help to improve all children’s lives and understands the power of educating our youth. She also has over 20 years experience in the sales field. The last 5 years she has been the Senior Division Manager of an International Direct Sales company. This has given her valuable experience developing leadership and organizational skills, combined with her educational background and love of children she is a wonderful asset and enhancement to the operations of CARE Housing. She also is a proud mother of two grown daughters, Kathleen and Hillary.
Garald W. Parker
Chairman of the Board, Secretary & Treasurer
As Chairman of the Board of Directors for CARE Housing Services, Garald focuses on a variety of issues concerning the overall management of The CARE Group of Companies.
Garald graduated from the University of Southern California in 1954 with a degree in Business Administration. He enlisted in the U.S. Air Force and flew for the Strategic Air Command. After being honorably discharged in 1957, Gerald entered the fire and casualty insurance business and eventually became a general contractor and developer of single-family homes and commercial properties throughout the South Bay and Torrance area of Southern California. He sold his general contracting business and transitioned to buying and selling apartments and commercial buildings for the Apartment Owners Association. Garald partnered with his brother (name), to found Parker Housing Services in 1988—the organization we know today as CARE Housing Services. He resides in northern San Diego County.
